In 1987, Singapore's first Prime Minister Lee Kwan Yew conceptualized a freshwater dam to be built across the Marina Channel. 21 years later, on 31st October 2008, Singapore's 15th reservoir was opened, the only one in the downtown area.
The 350m long dam serves 3 purposes - water storage, flood control, and recreation. It took a year and a half before the seawater was naturally replaced by rainwater.
